Trucking rules and carrier checks in Arizona
Updated Oct 18, 2026 · General information from official state sources, not legal advice. Confirm current requirements with the agency before relying on them.
In Arizona, the Department of Public Safety enforces the state's USDOT number and vehicle marking rules for intrastate carriers, while the Arizona Department of Transportation's Motor Vehicle Division (MVD) handles registration and fuel tax credentials for trucking companies.
Operating inside Arizona
Arizona draws a different line for intrastate trucks than federal rules do. Under Arizona Revised Statutes 28-5201 ↗, a vehicle used in intrastate commerce is a commercial motor vehicle when its GVWR or gross weight is 26,001 pounds or more, whichever is greater. For interstate commerce the threshold is a GVWR of 10,001 pounds or more, matching the federal definition.
The Arizona DPS Commercial Vehicle Enforcement ↗ page explains that an amendment to Arizona Administrative Code R17-5-203, effective July 10, 2007, requires certain commercial motor vehicles operating within Arizona to obtain a USDOT number from FMCSA. DPS directs carriers to apply online with an MCS-150 and to display the number on power units as 49 CFR 390.21 requires. FMCSA also lists Arizona among the states that require intrastate registrants to get a USDOT number. Carriers should check the rule text or ask DPS to confirm whether a specific vehicle is covered.
Registration and fuel tax
- IRP: ADOT MVD's Motor Carrier Services ↗ issues apportioned plates and cab cards for fleets that travel in two or more IRP jurisdictions. ADOT lists eligible power units as those with a GVWR of 26,001 pounds or more, three or more axles regardless of weight, or a combination weight over 26,001 pounds. Applicants need proof of an established place of business or residency in Arizona, and virtual offices are not accepted.
- IFTA: the same MVD unit issues Arizona IFTA licenses. ADOT says IFTA applies to vehicles used in interstate commerce that have a GVWR over 26,000 pounds or three or more axles. Licensees file a fuel tax report every quarter, even for a quarter with no miles.
Before you book a carrier based in Arizona
- For a load that stays in Arizona, ask whether the truck is a commercial motor vehicle under the state's 26,001-pound intrastate definition and, if so, for the carrier's USDOT number.
- A truck between 10,001 and 26,000 pounds may be treated differently on an in-state run than on an interstate one; confirm what rules the carrier says it operates under.
- For interstate moves, check that the carrier's apportioned registration covers the states on the route.
- Interstate operating authority is federal. Confirm authority status and insurance on FMCSA Motus ↗ before tendering a load.
